A Store Everyone Wrote Off, and Why It's Still Here

JCPenney went through bankruptcy in 2020. Everybody remembers that. What people forget is what happened after: it got bought, merged into a group called Catalyst Brands alongside Aéropostale and a few others, and settled into being a value department store for families. Not trendy. Not fancy. Cheap-ish jeans, decent towels, Levi's on sale, a portrait studio in the back.

It still has over 640 stores. Some are closing, sure. Malls are malls. But the one near you is probably still open, and the website ships to it for free.

How the JCPenney Rewards Program Works Now

The program was rebuilt in 2024 and reworked again in June 2026 under the name Rewards Access. Here's the plain version.

DetailWhat You Get
JoiningFree
EarningAt least 1 point per $1 spent
Reward$10 CashPass for every 200 points
TiersMember, Insider, Elite, VIP, based on spending
Card bonus1.5 to 2 points per $1 with the JCPenney card at higher tiers
Cross-brandEarn and spend at Aéropostale too
ExtrasBirthday gift, bonus point events, "Challenges"

CashPass stacks on top of coupons. That's the important bit. You can use a 30% off code and pay with CashPass in the same order.

The Coupon Game at JCPenney

JCPenney-img-2

Nobody pays full price here. Nobody. If you do, you've done something wrong.

There's nearly always a sitewide percent-off code, usually 20 to 30 percent. Category codes on top, like extra 10% off salon products or beauty. Clearance runs constantly, with a lot of stuff under $10. And JCPenney lets you stack different types of coupons: a product discount plus free shipping, say, or a percent off plus CashPass.

Where the codes come from: the app, text alerts, the email list, the survey on your receipt. And the "More Savings" box in your cart, which shows codes you might not know about.

I'd install the app and let it do the work. It's the least effort way to never miss the 30% week. And if you've got the store card, the $10 CashPass bonus at $135 spend tends to show up around holidays, which is worth planning a bigger order around.

Shipping and Returns, the Useful Version

JCPenney-img-3

  • Ship to store: free on orders of $25 or more. The best option if a store is nearby.
  • Home delivery: free at $74.99 and up, otherwise a fee. Three to five business days.
  • Returns: 60 days for most items, with receipt, in store or by mail. Some categories (fine jewelry, custom, salon) have their own rules.
  • Curbside: available at many stores.

Sixty days is generous by department store standards, and returning to a store means no return shipping. If you live near one, buy online and treat the store as your return desk. Bring the order email on your phone. The receipt search works, but it's slower.

What's Actually Worth Buying

CategoryWhy
DenimLevi's, Arizona house brand, frequent 30% weeks
Bedding and towelsHome store sales are steep, quality is fine
Small appliancesCheap during holiday events
Kids' clothesArizona and Okie Dokie, built for wear
Fine jewelryBig percentage discounts, check the base price
Salon and SephoraSephora inside many stores, salon services on site

The fine jewelry deserves a caution. The "was" price is often inflated, so the 60% off is really 20% off a fair price. Compare the sale price to a jeweler, not the tag.

The Stuff That's Not Great

Let's be straight about it. The website is slower and clunkier than Target's or Amazon's. Stock online and stock in store don't always agree. Delivery is fine but not fast. And the company has had its share of news in 2026, including a data breach in June and more mall closures announced.

None of that affects whether the jeans fit. It does mean I wouldn't store a card on the account, and I'd order with a bit of patience.

JCPenney vs. Kohl's vs. Macy's

Kohl's wins on returns. Macy's wins on brands. JCPenney sits in the middle and wins on in-store services and family basics. Honestly, a lot of families use Kohl's and JCPenney interchangeably and just go wherever the better code is that week.

Final Verdict

JCPenney is a coupon store, and once you accept that, it's a good one. Join the rewards, use the app, ship to store, and return in person. Do that and it's some of the cheapest family basics around. Skip the jewelry tag math, and don't expect a slick website. It's a department store from another era doing its best, and its best is still useful.
